PRESIDENT’S REPORT: Jack Leonard

  • I would like to thank the community for supporting me in my bid to serve as the Association President for two more years. I also would like to congratulate Dawn Oliver, Paul Lemmon for being re-elected, and welcome Eric Howland to the Board. 
  • As previously reported, I have requested the creation of an events committee, made up of community members, to increase community activities and special events held during the year. Peggy Carver and Ava Clark have agreed to co-chair the committee and we are still looking for more volunteers to assist. Anyone who is interested in participating, please contact the office.
  • We are continuing to work with the Carroll County Commissioners and the EPA to remove or fill the old sewer tanks. These tanks, currently under lease by BTM Sewer District, have become a cesspool.
  • I would like to welcome everyone to join in the Independence Day festivities. Like last year, it should be a fun filled family oriented day. Please have a fun-filled and safe July 4th holiday weekend.

DIRECTOR OF ADMIN: Chuck Bush – Read by Scott Noble

  • We continue to work on the Access-based system to replace the out-of-date DOS based membership program. The office staff continues to meet with the designers of the Access-based program to conduct testing and present issues with the program.  We are experiencing more issues than we expected and are attempting to work through them as expeditiously as possible.
  • The annual Grinder Pump Maintenance Program (GDMP) billing will be sent out on August 15th. The billing which occurred in January was a supplemental billing due to increasing cost for replacement pumps and parts.
  • In June, the newsletter was posted on the website. However, over concern of access to private association information by individuals who are not members, the Board has determined that the best means of disseminating the newsletter is via email. Please provide the office with an email address where you would like to receive the newsletter and help with our efforts to reduce the use of printed paper.
  • All accounts delinquent as of June 1, 2009 were sent a letter requesting the account be paid current. Those who have not paid by July 1, 2009 will be forwarded to legal counsel for collection and/or a lien placed against the property.
  • I would like to congratulate the four elected Board members and thank them for their commitment to this  community.

     

     

DIRECTOR OF SECURITY: Mel Carver

  • I would like to congratulate Eric on his appointment to the Board and we as a Board are looking forward to working with you.
  • First I would like to THANK the Neighborhood Watch ladies for stepping up to the plate and volunteering to feed, at no cost, the Deputies and React units working during our Independence Day Celebration. We were looking at a ways to cut our cost and they took it upon themselves to help us out.  We will also be using only the Deputies who work here at the lake.  The Carroll County K-9 dog unit will also be making passes through the crowd when he is available.  We are hoping by using our officers and React to direct traffic we will be able to cut cost in this area also.
  • I have stated in several of my newsletters that we have several new Deputies assigned to our Lake Mohawk Post.  We are going through some growing pains, which are to be expected with any new employee, especially in the law enforcement field.  Working at Lake Mohawk is a different venue.  Unfortunately when you are fresh out of the police academy you don’t’ come out with years of experience and a wealth of public relations knowledge.  That is only gained through years of working on the job.  Please bare with us as we are doing everything possible to work with these new Deputies and get them acclimated to Lake Mohawk.  If you have a problem or question with one of our Deputies, please contact Sgt. Tokash, Deputy John Lewis or myself.  It’s better to ask questions than spread vicious rumors.
  • Again please report any thefts, vandalism, etc., no matter how small it may seem, to our Deputies.
  • I would like to THANK everyone that has requested our Deputies to do a vessel inspection of their watercraft.  Our goal is to make sure everyone has a safe and fun boating season.
  • The newsletter will be out after the July 4th celebration. I hope that everyone had a fun and safe Independence Day.!!!
 
 
 

LAKE MOHAK DEPUTIES REPORT

 

Our Lake Mohawk Deputies provided 105 community service calls this month. For the month our Deputies patrolled 2571 miles, consumed 205 gallons of fuel in the cruisers and 57.5 gallons for patrol boats.  For the month our Deputies logged 808.5 hours.

Vessel Safety Checks:  Our deputies will provide, free of charge, vessel safety inspections on your watercraft.  To schedule an appointment you can call our office (330-863-1053) or stop in at our new Marine Patrol Office.  Additionally, our Marine Patrol Officers will be conducting random vessel safety checks while on patrol.  Our goal this boating season is to educate our property owners and keep them safe.  Also, remember, anyone born on or after January 1, 1982 must have a valid OBEC certification in order to operate watercraft.

 

School is now officially done for the summer.  Please adhere to the posted speed limits (25mph) and keep not only you and your passengers safe, but those enjoying summer walks and bicycling. 

 

We would like to thank all the property owners who continue to call supporting this department.  Our deputies volunteer a lot of their personal time to ensure the safety of those we serve and it is our desire, and pleasure, to maintain this level of dedication to those we serve.  Additionally we would like to thank Lori and Charlie Walker for providing an outstanding lunch for our last boating class of the season, your meals are outstanding!  Also, a thank you to Fred Richards for installing our lift and canopy for our patrol boat; you did a great job Fred!  To the many property owners who provided drinks and/or food during the recent paving project….thank you!!

DIRECTOR OF ROADS AND MAINTENANCE: Paul Lemmon

  • Completed repairs to the Ventrac, Steiner and Road Mower
  • Installed electric for the Patrol Boat boatlift
  • Sprayed weeds in Docking Areas
  • Completed final preparations for asphalt repairs
  • Completed monthly servicing of both back gates
  • Completed routine servicing on the backhoe
  • Mowing - all common areas
  • Removed the deteriorated Skate Park
  • Installed riprap at the Main Beach
  • Cut and removed dead trees and brush – several areas
  • Completed ditching along a portion of West Mohawk and at Bay 9
  • Monitored Road Paving Project – over 1,200 tons of asphalt
  • Maintenance used 221 gallons of Diesel Fuel and 169 gallons of gasoline

 

DIRECTOR OF LAKE AND CONSERVACTION MGMT: Eric Howland

 

In my new position it is my goal to move the lake toward being a green community.

 

We can do this through the formation of “THE GREEN TEAM”. The team will focus on:

      Treating the lake as an ecosystem

      Waste management

      Pollution prevention

      Increased recycling

LAKE MANAGER: Scott Noble

  • I would like to congratulate the recently elected Board members. I thank you for your dedication to serve this community and look forward to working with each of you.
  • Property Maintenance Inspections have begun and warning letters have been sent. Please review the Property Maintenance Code for compliance. Only one warning letter will be issued prior to the issuance of a citation.
  • We continue to ask for your support of the annual Independence Day Ski Show and Fireworks. We need your assistance helping to collect donations and certainly could use a donation to help defray the cost. A sign-up sheet is located at the office.
  • Roadway repairs are completed. However, the Maintenance staff will be working to patch any holes prior to the holiday weekend. We thank you for being cautious and considerate when traveling in and around the work zones.
  • We continue to monitor the conditions of the lake weekly. Unfortunately, the curlyleaf pondweed did not die off as quickly as our research would indicate. This will certainly be given consideration when controlling this nuisance weed next year.
  • I would like to wish everyone a safe and enjoyable Independence Day weekend.

COMMITTEES –

Fisheries / Weed Harvester Committee Update by Joe Jacko

 

Numerous fishermen I speak with have witnessed people keeping under size bass and have had confrontations with these folks. I have personally witnessed this twice this year alone, once back in the spring time on the power tower during the crappie spawn, and most recently on 06-14-09 from a property owner (I can provide the lot # if requested). Unfortunately people have the mind set to treat our lake like Portage Lakes and keep anything over 12 inches. My question for Mel Carver is how we should handle this problem moving forward. In the past years we would contact the sheriff on call and they would request that the person making the complaint be present when the sheriff would respond and confront the individual or individuals. This is not a healthy resolution as possible retaliation may result.

 

Secondly, feelings from many of the fishermen I speak with is that we need to institute a mandatory catch and release program on all Bass for at least 2 – 3 years moving forward. This will help give the Bass a chance to rebound from last years

Lot 55 – We still need Volunteers for the Fireworks collection please check your calendar and give me a call we still have plenty of openings to fill.

 

The House of Representatives are about to vote on the Cap & Trade.  No Cap & Trade!  We had a meeting with Carroll Electric and it was very informative.

 

Lot 770 - Waged a complaint regarding one of the Lake Patrol Officers. Sgt Tokash responded to the complaint and requested the Property Owner meet with her after the meeting to further discuss the incident. The incident is still under investigation.

 

Lot 292 – Concern about the boat assessment is for control of weeds, etc., not for buying fish. If there is an overage in that account, then the property owners should get a reimbursement.

Would like to ask about the canopy for the security boat.  I understand the safety of it, getting to someone quicker if needed, but why can’t others have the canopy too.

 

Lot 813 – Property owner expressed support for the Director of Safety and Security and the Carroll County Sheriff's Detachment assigned to Lake Mohawk on the way they are handling safety and security matters for our community. He stated that we are fortunate in having two experienced individuals, in Mel Carver and Sergeant Robin Tokash, who have the genuine interests of our community in mind as they direct the safety and security program at Lake Mohawk.  He characterized the current disputes surrounding this program to be those expected as an entirely new supporting staff is going through a learning curve in a new and somewhat unique environment and that it would pass under Mel Carver's and Sergeant Tokash's experienced leadership.  The property owner offered a few recommendations for the community.  He recommended that community members promptly discuss and attempt to resolve citations or safety and security procedure disputes with Mel Carver and/or Sergeant Tokash.  Too often, these concerns are not brought to the attention of the proper authorities, but remain at the gossip level gaining distortion to the point where there is a minimal, if any, basis in fact.  The property owner also stressed that there is an appeals process for Lake Mohawk citations and this should be used, if appropriate. The Review Board, comprised of fellow community members, has the ability to listen to citation appeals by those cited members and has the authority to revise citations, if needed.  For those not satisfied with a Review Board decision there is the opportunity to appeal that decision to the Board of Directors for a final decision.  He recommended that the document describing the process be published in the newsletter.  He concluded by urging those with concerns about perceived enforcement practices openly discuss them with the individuals that we have chosen for this sensitive responsibility.

 

Lot 1443 – Want to know when the water at the beach will be turned on? (EPA now requires a special hydrant, which is on order. When it arrives, we will have it upgraded and turn it back on – Scott Noble).

I would like to know how someone just recently got a canopy ok’d by the Board in a lake owned dock.  I have been turned down for years. My dock does not hurt anyone’s view so that is not a safety issue!  (Scott Noble is checking into it to see if was approved by Board and why it would have been if it was)

 

Lot 1593 – Why did it take so long for the road to be fixed after the water was fixed by Robertson?  In the future, for a safety feature on a hill that is used so much and a blind spot that you can not see the on coming traffic because you are not warned at the top of the hill.  Suggest we put up a sign at top when this type of blind spot is under repair. (Scott Noble it is a great idea and we will try to comply in the future. He had cones in place and they were either moved or stolen).

 

Lot 1358 – Was the canopy for the Security Boat bid out? (Yes we received 3 bids)  I too have been trying to get a canopy for my dock and I too have no view problem where my dock is.  We spend a lot of money for our boats and they are investments also, just like the Security Boat is for the lake, so I would like to protect my investment.
