PRESIDENT’S REPORT: Jack Leonard
The 2009/2010 operating budget was mailed on January 9, 2009.  However, no ballot was included in the packet.  The Constitutional requirement to include the ballot is under the heading “Determination of dues.”  It was our belief that this was not required because no change in dues was requested. Additionally, this served as a cost savings to the Association.  After further discussion with the Board, it was determined that a ballot should not have been sent.

I would like to congratulate Sergeant Robin Tokash on her promotion to Lake Mohawk Security Supervisor and rank increase to Sergeant by the Carroll County Sheriff.  I believe her strong work ethic and dedication to this community will enhance the safety and security throughout the Lake Mohawk community.

•    2 Orientations were conducted during the past month.
•    I would like to thank the guards, deputies and maintenance people for working together to keep everyone safe during this torturous weather. You’ve done an outstanding job.

DIRECTOR OF ADMIN: Chuck Bush

The supplemental Grinder Pump Maintenance Program billing has been sent.  This billing was approved in August due to the ever increasing cost for parts and replacement pumps.  Please pay this in a timely manner.  Failure to do so can result in service being denied.

The office staff is continuing to evaluate the proposed software to replace the existing DOS product.  Additionally, we are looking at all systems available to make the best possible decision that will provide the Association with efficiency and low initial cost.

The staff is beginning to prepare for the up-coming dues season. Guidelines will be provided in the February newsletter.  Please review them carefully.  The better we do at providing the necessary information, the better the staff can do at processing and mailing our stickers and passes.
 


DIRECTOR OF SECURITY:  Mel Carver

I first would like to thank Maintenance for what seems to be a never-ending job on trying to keep our roadways clean.  We as a Board realize there are some problem areas that need addressed and we will be looking into trying to solve those problems.

 Remember to use extra caution on the roadways and drive according to the road conditions.

If you are on the frozen lake at night make sure you have a light or something to make you more visible at night.

I would like to thank everyone involved in making Capt. Moyer’s retirement party a huge success.  It was great to see so-ooo many people there and to see all the nice things that the Captain received.  We wish him nothing but the best and Thank Him for all his years of dedication and work to this community over the years.

I also would like to thank my fellow Board members for all their hard work and dedication to this community in working to find a replacement for Capt. Moyer.  After interviewing three candidates, Deputy Robin Tokash was chosen.  I would like to thank all of the candidates for their interest in the position.  Deputy Tokash will be promoted to the rank of Sergeant and will assume the duties of Supervisor of the Lake Mohawk Deputies immediately.  We are looking forward to working with Sgt. Tokash in the future.

A rumor was started that I was resigning from my position early and this is JUST A RUMOR! I have NO intention of resigning from my position on the Board.



Deputy’s Report

MONTHLY REPORT FOR DECEMBER, 2008


Our Lake Mohawk Deputies provided 8 community service calls this month. For the month our Deputies patrolled 2482 miles, consumed 213 gallons of fuel in the cruisers.  For the month our Deputies logged 553.5 hours. 

The following incidents were reported to the Carroll County Sheriffs/Mohawk Post:

1 – Auto Theft and Credit Card Theft (Manito area)
2 – Assault(s)
1 – Breaking and Entering/Theft (Taas Trail area)
3 – Telecommunications Harassment
1 – Menacing


I would like to take the time to thank all the property owners who have supported me throughout my years at Lake Mohawk and as the newly appointed supervisor to the Carroll County Sheriff/Mohawk Post.  Your thoughts, prayers, letters, cards, and flowers I have received have been so overwhelming, and I will continue to serve this community as I always have; with dedication, appreciation and always remembering the oath I took before God, to serve and protect.  I would also like to extend my gratitude to all of the board members and our Lake Manager, Scott Noble for the many hours they spent throughout this process.  To Captain Moyer, after many years of service I pray your retirement is filled with well deserved relaxation, joy, laughter and much happiness.   Thank you Cap…for all you have done!  Our door at the Mohawk Post is always open for any questions, concerns, or ideas to better this community.  We have excellent deputies here and I am proud to say that I serve with them in a continual effort provide this community with the safety and protection you deserve.  And last, but defiantly not least….a heartfelt thank you to my family.  They have so graciously accepted that as a law enforcement officer I am on call 24/7 and have supported me, encouraged me, and loved me through it all.  Once again, I am honored to have been given this position and look forward to many more years of service to you….the people of Lake Mohawk.

We have recently experienced some bitter cold days and nights, along with some nasty driving conditions.  I would like to thank all of the maintenance staff for their countless hours and outstanding job on clearing the roadways.  Remember to use caution when driving during the winter season by slowing down, leaving for work a little earlier, and allowing enough distance for breaking safely.  Not only can the precipitation make road surfaces slippery, but it can obscure lane markings, traffic signals and road signs.

Ice-Fishing:  We finally have enough ice for our winter sportsmen to enjoy a bit of ice-fishing.  Remember the thickness listed are just guidelines for new clear solid ice.  4” of new clear ice is the minimum thickness on foot; 5” is minimum for snowmobiles and ATV’s; and 8” – 12” for cars or small trucks.  Always check for thickness yourself, refrain from driving on ice whenever possible, and wear a life vest under your winter gear.  Survival Time in the water is as follows:

Be prepared when going out onto the ice.  Let a friend or neighbor know where you will be and what time you will be returning.  Make sure to contact them once you have returned safely.  Wear “insulating materials” that will trap your body heat and layer your clothing.  If you have a cell phone, bring it with you.  Have a safe and fun filled ice-fishing season.


Reminder:  The following tentative dates have been scheduled for the 2009 Boating Course:  April 18th, May 16th, and June 13th.  We will be confirming these dates at a later time in the newsletter, so please be aware and reserve your spot early, as we fill up quickly.  Reminder:  ANYONE born ON or AFTER JANUARY 1, 1982, MUST HAVE A VALID OBEC Certification in order to operate watercraft in the State of Ohio.  We have had numerous adults that are not required to have this certification, attend our classes.  They have stated that they walk away with more knowledge and understanding of watercraft safety and laws, and would recommend this course to anyone who enjoys recreational boating.  If you have any questions, please feel free to contact Sergeant Tokash at 330-863-1053.

DIRECTOR OF ROADS AND MAINTENANCE: Paul Lemmon

•    Removed brush and trees along East Mohawk
•    Treated all stumps from tree removal
•    Dredge out Docking Area 4
•    Hauled in 150 tons of grit for inclement weather
•    Refilled the salt/grit mix bin (2 times)
•    Hauled and placed new rip rap to Docking Area 4
•    Removed holiday decorations
•    Replaced the cutting edges on three snow plows
•    Completed service on the backhoe, replaced all worn hoses
•    Completed servicing of both back gates
•    Plowed snow, plowed snow and plowed more snow
•    Plowed all docking areas
Maintenance used 624 gallons of Diesel Fuel and 107 gallons of gasoline

As we are all aware, we had some extremely cold temperatures along with a lot of snow this month.  Our Maintenance Department has worked extra hours keeping up with the roadways.  As we have discussed here before, there is a shortage of salt this year.   The demand is high, the supply low and the cost of transportation is up. The price of salt-per ton has doubled and even tripled in some areas.  The going rate is $80 to $150 a ton across the country.  Salt works by lowering the freezing point of water. The problem is, it is only effective to about 15 degrees.  We did spread salt, and it will work in some of the areas that the sun hits. As we all know, that too could be a problem this time of year.  At any rate, take your time and don’t take any chances on ice or snow covered roads.  Our deputies are always here to help you if you need it.

After discussing it with the rest of the Board, we are going to start plowing some of the parking areas at the bays.  By doing this it will give people using the ice a place to park, keeping the cars out of the roadways.  Most importantly, it will be helpful if an emergency vehicle is needed near the lake.  I want to thank the Maintenance Department for all the hard work and the great job they did keeping up this month.


 
DIRECTOR OF LAKE AND CONSERVACTION MGMT: Scott Moushey

LAKE HARVESTING

We are continuing our investigation into the feasibility of
investing in a weed harvester for our lake. Joe Jacko, Harvesting
Committee Chairman, must be commended for all the work he has done thus
far and has come to the realization that he is just getting started.
During his research he has found a lake named Brown's Lake, very similar
in size to ours, that has kindly turned over their financial papers on
the costs associated with their Harvesting program. Joe has repeatedly
commented at our meetings that the man that heads up Brown's Lake
Harvesting Program has been eager to help and is very enthused to hear of
another lake that wishes to follow the progressive ideas of entering
lower amounts of chemicals into their watershed. The financial numbers
appear to fit into our budget. However, their program has evolved into
two harvesters and five employees. We would start on a lower scale with a
single harvester and continue the use of spot chemical treatments on the
areas that we can't handle as well as on the weeds that fragment when
cut - like Eurasian Milfoil. We can then grow with our needs and budget.
We are continuing discussion with a local lake that has a harvester for
sale (it has only 555 hours of use) and are planning to visit the
location this coming month to look at the equipment. A date to meet with
the owner of Natureworks, our Weed Control contractor is also being
worked out.  Also, this coming month Joe, myself, and the LMPOA Board of
Directors wish to hold an informational session for all property owners
on the information that has been received thus far.  Questions, concerns,
availability of volunteers and paid workers for the Harvesting Program
will be discussed. The meeting will be held at the Clubhouse on Saturday,
February 28th at 10 AM. This time/date will be posted at the front gate
and in the newsletter. Anyone interested can and should attend. Thank

LAKE MANAGER: Scott Noble

•    As we again prepare for our annual dues season, we ask that everyone please follow the checklist, which will be enclosed in the packet. This will assist us greatly when processing the information and returning your stickers and passes. Also, as in the past, the office will be closed on Tuesday and Thursday from March 10th through April 9th.
•    Changes to the Association Constitution – any proposed changes to the Constitution must be submitted 45 days prior to the Annual Meeting. This means that those wishing to propose a change must submit the documentation no later than March 18th.  Our Annual meeting will be held on May 2nd this year.
•    I recently met with Doug Luikart, Fish Club President, and he conveyed to me that there is a contingent of Fish Club members interested in either working to upgrade or replace the clubhouse. We have agreed to put together a committee to research this further and will keep you informed.
•    I would like to personally congratulate Robin Tokash on her promotion to Security Supervisor and Sergeant by the Carroll County Sheriff.  Sergeant Tokash and I have met on several occasions and I firmly believe that she will be very successful in her new position.


COMMITTEES – Fisheries / Weed Harvester Committee Update


  My recent conversation with Mike Weygan (the Lake Conservation Manager) from Browns Lake Wisconsin provided me additional information to support his actual expenses vs. budget expenses for the 2007 and 2008 weed harvesting seasons for this POA. I presented this information to the Lake Mohawk Board of Directors on 01-14-2009 and we discussed Browns Lakes weed harvesting operation, its maintenance costs, supplies costs and wages needed to successfully maintain their weed harvesting program.  Browns Lake started weed harvesting in 1970 with 1 – Harvester, 1 – Dump Truck and 1 – Flat Bed Barge. This barge is needed at this lake due to the lack of drop off sites to remove the sea weed collected from the harvester. Browns Lake current harvesting program consists of 2- Harvesters. One harvester is a larger model with a 12 ft. cutter and the second harvester is a smaller model with a 7 ft. cutter. They also have 1 – Conveyor, 1 – Barge, 1 – Loader and 1 – Dump Truck. The reason that Browns Lake currently has two harvesters is due to the positive support received from the property owners and the surrounding community.  Once the sea weed has been extracted from the Lake, the residents, maintenance crew and surrounding community (residential as well as agricultural) uses it for fertilizer. The left over extracted weeds that remain are taken to the local dump. Supplies and expenses include the following; gasoline, engine oil, hydraulic oil, hydraulic lines, electricity for a harvester storage facility, belt replacement and miscellaneous engine parts as needed.  The harvesting program wages start @ $7.50 an hour with yearly increases at .50 cents per hour. Currently they have 1 - Lead gentleman who is retired and makes $11.00 and oversees operation along with Mike Weygan. The harvesting team has 4 total operation individuals making $7.50 an hour. Total wages include the Conservation Manager who makes $15,000 yearly + additional wages to include the Conservation Assistant’s salary and the Pump House Operators salary.  The Pump House Operator at this lake oversees the lakes run off. The Harvesting Season begins the second week of June each year and runs until the end of September. For the months of June, July, and August the harvesting team has 5 men working 40 hours per week.  In September the team is scaled down to 2 men working 40 hours per week.  The yearly weed harvesting wage break down at Browns Lake is as follows: 1 – Lead Operation Position @ $11.00 per hour @ 40 hours per week = $440.00 + 4 – Operations Positions @ $7.50 per hour @ 40 hours per week = $300.00 ea. or $1200.00 for 4 per week.
06/08 – 3 Weeks @ 40 hours 5 guys = $ 4920.00 – Lead + 4 Operation
07/08 – 4 Weeks @ 40 hours 5 guys = $ 6560.00 – Lead + 4 Operation
08/08 – 4 Weeks @ 40 hours 5 guys = $ 6560.00 – Lead + 4 Operation
09/08 – 4 Weeks @ 40 hours 2 guys = $ 2960.00 – Lead + 1 Operation
06-08 – 09-08 = $21,000 Harvesting Team Actual $ spent in 2008.
The board and I have discussed different ways to fund our weed harvesting program. Ideas include possible full time / part time seasonal paid positions, adjustment to property owner’s yearly dues for time spent helping with the weed harvesting and assistance from the maintenance crew is yet another possibility.  I am excited to see that we have come this far and are seriously looking at implementing a weed harvesting program at Lake Mohawk. This program will not only increase our property values it will make Lake Mohawk a cleaner lake and a better place to live.

OPEN FORUM:
Lot: 55 -  Constitution and Roberts Rules states that a ballot must be sent with the proposed budget for vote.  If we do not do this we will be in danger as a community.  We have these for a reason, we need to follow them.  (Further discussion regarding the ballot with the board and property owners concluded that a ballot would be included in the dues packets to each property owner to remain within the guidelines of the Constitution and Roberts Rules.)
