PRESIDENT’S REPORT: Jack Leonard – I would like to thank the people that came out for the Meet the Candidates meeting. We had a good showing of candidates.
With some effort from the Lake Manager, we were able to get the Marina fuel tank re-classified. This resulted in a rebate from the insurance company of $7,500.00 and will keep our premium down in the future.
I would also like to report the Board is looking into a gazebo or small pavilion for the West Beach.
SECRETARY’S REPORT: Dawn Oliver • Orientations were conducted during the past month.
TREASURER’S REPORT: Rex Roseberry

DIRECTOR OF ADMIN: Charles Bush • The office computer hardware upgrade is complete. I have met with the two Association members, Hal Dennis and Jeff VanSickel, who are in the process of developing an Access based program to replace the current DOS based program. The proposed Access based system will be installed for testing purposes only. Additionally, our current vendor will be providing a demo program of the replacement software program he has proposed. We will keep the community informed of any progress. • September was the month to renew your lease for boat storage spaces. Final invoices were sent to those who have provided payment. Failure to renewal your storage space on time will result in the lease agreement being void and loss of use of the space. • We are currently renewing the back gate controllers. The code will be changed on October 31 and all controllers, which have not been renewed, will not be able to access those gates. I will be asking Security to monitor access through those gates after the code change to ensure all controller use is up-to-date and authorized.
DIRECTOR OF SECURITY: Mel Carver The holiday season will be here before you know it. Unfortunately, during this time of year there is an increase in thefts and house burglaries as people have gifts and more money around their house. Use extra caution and keep valuables in a safe and secure place. If you hear or see anything suspicious at your neighbor’s or anyone’s residence, in plain site in your vehicle, when shopping, please report it.
As you will read in the Deputy’s report we have had some thefts, burglaries and vandalism around the lake. Again no matter how small it may seem to you please report any and all suspicious activities to our Deputies.
Old man winter will be here before long and we can enjoy some white knuckle driving again. Please remember to use extra caution and slow down on not only our roadways but on the highways. Just because the speed limit may be 25mph doesn’t’ mean you can drive that fast. You must drive according to the road conditions and can be cited if you don’t. Give yourself plenty of room when stopping behind a school bus, especially during winter weather.
Please be courteous to our gate guards and turn your bright lights off when approaching the guardhouse.

Deputy’s Report
Our Lake Mohawk Deputies provided 12 community service calls this month. For the month our Deputies patrolled 2838 miles, consumed 213 gallons of fuel in the cruisers, 7.9 gallons of fuel in the patrol boats. For the month our Deputies logged 627 hours. Citations can be found elsewhere in the newsletter.
The following incidents were reported to the Carroll County Sheriffs/Mohawk Post:
1 – Child Endangering 2 – Telephone Harassment 1 – Domestic Violence 1 - Incident 1 – Criminal Mischief (Mohawk/Niagara Trail area) 1 – Lot Sign Damage (Cheyenne Trail area) 1 – Theft (Bay 11 area) 1 – Accident 1 – Theft (San Chez area) 1 – Theft (Cheyenne Trail area) 1 – Theft (Bay 6 area)
I recently had a property owner ask why he saw the Mohawk cruiser outside of the lake. There are many reasons for this; one the deputy is fueling up in Malvern; deputy(s) investigating crimes involving property owners; or picking up lunch/dinner in Malvern. Our deputies have been called from the Sheriff’s office as follows: Total time spent on County calls up to October 22, 2008 is 5 hours and 41 minutes, or a total call out of ten times for this year. I myself appreciate the Sheriff commissioning my officers at Lake Mohawk. On numerous occasions Sheriff’s office deputies have answered numerous calls at our Lake when our officer’s haven’t been on duty. We have a mutual aid agreement in place. This provides protection for Lake Mohawk residents and the county. Myself, I have only been called at home four (04) times this year, and on all occasions it was in reference to Lake Mohawk residents. I am proud of the working commitment that the County Deputies and Lake Mohawk Deputies have for one another. I can assure you that if a County Deputy should need assistance I have given orders for my Deputies to respond. At the same time our Deputies have called for assistance from the County as well. This working relationship is for the protection of all citizens and deputies a like.
By the reading of this newsletter October will have come and gone. Remember, winter is coming and with that driving conditions can be treacherous. Slow down during snowfall, or ice covered roads. Remember, black ice (in most cases) can not be seen until it’s too late! Also, do not park your vehicles along the berm of the road. Not only is this against our rules and regulations, but our maintenance crew will be plowing during inclement weather. If your vehicle is parked along the side of the road it could be damaged by the passing plow.

Law Explorers: If you are interested in a career as a law enforcement officer, CSI, SWAT, FBI, K-9, Bureau of Criminal Investigation, etc., come join our team. Law Explorers is for young men and women who have completed the eighth grade and are 14 years of age, or are 15 years of age but have not reached their 21st birthday. DIRECTOR OF ROADS AND MAINTENANCE: Paul Lemmon
• Installed a catch basin and over 200 feet of culvert near Bay 3 • Removed all swim ropes, buoys and markers from the lake • Removed work boat and winterized • Used 14 tons of asphalt to repair roadways • Winterized all vehicles • Repaired and prepared all snow removal equipment • Completed ditching on Oneida Trail • Serviced Keno Road and Lace Road Gates • Completed repairs to the 6610 road mower • Completed routine mowing of all common areas • Completed dozer work on the common areas. • Repaired the brakes on the GMC truck • Repaired the emergency brake on the F-550 • Maintenance used 162 gallons of Diesel Fuel and 115 gallons of gasoline
DIRECTOR OF LAKE AND CONSERVACTION MGMT: Scott Moushey
WEED HARVESTING We are still in the investigation stage of determining the feasibility of starting a weed harvesting program at Lake Mohawk. Joe Jacko, our fellow property owner who is doing most of the leg work for this, is here at tonight's meeting and will provide you with updated information.
LAKE DRAWDOWN We have delayed the start of our lake's winter drawdown this year. The water levels were already down from lack of precipitation and we have had pleasant weather conditions for most of the month. The spillway will be opened on Friday, October 31st to start the drawdown.
FISH TESTING We have not received the actual report on the Fish Testing by the laboratory in Maine. When received, I will let everyone aware of its contents and make copies available to our Association members.
LAKE MANAGER: Scott Noble • As we are set to begin lowering the lake, I would like to remind all waterfront property owners that the seawall requirement has changed. All waterfront property is required to have a seawall. This includes those lots that have not been developed. Additionally, under the guidelines of the code, beach areas are prohibited. Please review the code to ensure compliance. • Additionally, for those using the temporary storage area to store your watercraft, please remember that you are required to stop in the office and pay the $30 storage rent. We also continue to have a problem with those who are not removing the stored items by the May 1st required date, and/or those who are leaving water craft and trailers in the area throughout the year. Next season, those members will be identified and may be charged for the additional storage time. • The Board has established a contractor comment binder at the office. Please stop in and provide your experience (good or bad) regarding the quality of the contractors you have used. The comment forms will be retained in the binder. This information will be available and valuable for all property owners to review when contracting work on their property. • The draft proposed 2009/2010 budget has been completed. The committee will meet to review and evaluate our current financial position and the needs of the community. The final draft will be presented to the Board prior to the presentation to the community on December 17th.

OPEN FORUM:
LOT 55 – Asked if the change to our Constitution requiring the use of binding arbitration has benefited the community and helped cut legal cost.
Lot 1133 – I just have a comment that I would like checked on. There is a property owner who allows guests to come on his property and park, then go to the adjacent property behind him to hunt. Is there anything in our rules about this sort of thing?
Lot 95 - I have worked on the polls for 12 years and just wanted to say that with the changes this year, it is going to be crazy. If you can do an absentee vote, please call and get one and mail it in because the lines will be large.
We have a school bus driver who is flying around our streets driving faster then the speed limit. She wakes me up in the mornings tearing down the street. Kids are not safe with someone driving this way. I have talked to the Superintendent and she says if she is running late that she may speed up to get to the school on time. I invited her to sit in my drive and watch her do this and I am asking the sheriff or Mel to do the same. This is out of control and she needs to be stopped before she hurts someone.
I was on the Board back in the 80’s and I think with our crime watch committee, they have to be fingerprinted. We should do that with the Board and office personnel because they are involved with money at the office or at the different events.
