•    Congratulations to the newly elected Board members.
•    The Board would like to thank Jeff VanSickel for all the hard work he has put in the last two years.
•    I would like to welcome our newest board member, Chuck Bush.
•    Thanks Mel, the staff, and additional security for the hard work that was done on the 5th of July.
•    Thanks to the community for their good conduct on the 5th, it made for a nice family day.
•    It is now time to start planning for the October fest.  Volunteers will be needed, so if you can help please contact the office at (330) 863-1031.

•    1 Orientation was conducted during the past month.

I want to acknowledge and thank Jeff Van Sickle for his efforts on the computer system update for Lake management.  Implementation of the new system is beginning, and new computer hardware - three computers and a server - has been ordered.  Further, Jeff has indicated that he will follow the implementation project until it is completed.  I am very grateful for his continuing effort on this.

DIRECTOR OF SECURITY:  Mel Carver
I would like to thank the community for your input and support during our Independence Day celebration. If you haven’t heard, it was truly a “FAMILY AFFAIR” day.  There were lots of kids and families on the beach during the day and in the evening enjoying our fantastic fireworks display.  To the people that stopped at the Lace and Keno Road Gates and offered beverages, food, snacks and just checked on the well being of the officers and residents working those gates “THANK YOU.” No one asked them to do that, they just did it on their own!!  I also would like to thank the Gate Guards, Deputies, Office Staff, Maintenance and the React Team for their long hours and dedication in helping to make it a great day!!!

We are still experiencing thefts and vandalism around the lake, Please don’t hesitate to call and report any suspicious activity to our deputies.  If you report anything, your name WILL NOT be given out as the person that reported the activity. NO matter what the incident is, your name will not be used.

I would like to take this opportunity to thank the community and the Board for your overwhelming support in electing me to the Director of Security position. I will continue to work hard to help keep this a safe and fun place to live.  With your help, we can keep this a great community.


Deputy’s Report

Our Lake Mohawk Deputies provided 10 community service calls this month. For the month our Deputies patrolled 2894 miles, and consumed 242 gallons of fuel in the cruisers and 35.2 gallons of fuel in the patrol boats.   For the month our Deputies logged 675 hours.  Citations can be found elsewhere in the newsletter.

The following incidents were reported to the Carroll County Sheriffs/Mohawk Post:

1 – Theft of watercraft
1 – Criminal Mischief
1 – Theft of gas off watercraft in the East Mohawk/San Chez area
2 – Incidents
1 – Theft from watercraft in the Bay 9 area
1 – Theft from the West Mohawk/Latonka area
1 – Theft of two watercraft in the West Mohawk/Bay 12 area
1 – Crash with injury

At that printing of this newsletter our July 5th celebration has come and gone.  I would like to personally thank everyone for their hard work in making this year an enjoyable one for all our property owners.  To the React team who volunteered to control our traffic flow and parking, to all of the Magnolia Officers who took time away from their families during this holiday weekend, to our fellow deputies in Carroll County, to members of our neighborhood watch, to Mel Carver for all his assistance, to the gate guards for all their patience, to Amanda for dispatching, and to my deputies a heart felt thanks for making this year fun for everyone and most importantly safe.  I have had numerous compliments, as have my other deputies and Mel Carver, on how well everything went.  Many individuals stated they have not been able to enjoy the fireworks for well over ten years, but this year they had their lake back.  Many thanks again to everyone who helped make this year a success!

DIRECTOR OF ROADS AND MAINTENANCE: Paul Lemmon
•    Repaired Keno Road Gate – after damage by vehicle
•    Serviced Keno Road and Lace Road Gates
•    Completed routine mowing of all common areas
•    Completed preparations and clean-up from Independence Day weekend
•    Replaced damaged spouting on Clubhouse and pavilions
•    Raked all beach areas
•    Completed all weed control in the Boat Storage Area
•    Replaced culvert on East Mohawk
•    Replaced Culvert on Blackfoot
•    Replaced/repaired all hoses on the Steiner mower
•    Repaired front bucket on the backhoe
•    Completed setup work on the new patrol boat
•    Completed minor ditching on Pontiac

Maintenance used 257 gallons of Diesel Fuel and 177 gallons of gasoline

I’m happy to report during the month of July we have accepted a bid, and have signed a contract with JD Mining to complete asphalt work.  Our maintenance crew will complete all ditching around the areas before any paving begins.  This will insure the water stays off of and below the road as well as keeping heavy equipment off the new road. We will be using a 3” layer on the high traffic areas and 2” on the lower traffic areas and some side streets. Using 3” on the high traffic areas will build up our base and give us a stronger road. This is our only affordable option at this point.  After talking with a few different companies, and explaining our situation, they all recommended a thick coat of asphalt.  Many counties will do this same procedure on chip and seal roads.  Some of the areas included in this years paving project include portions of:
Oneida, E. Mohawk, Cheyenne, Pueblo, Pawnee, The backside of big Mohawk hill, Delaware, Latonka, Manito, Opata, Seneca, Cherokee, Pontiac, Ontario

To make myself clear, we are not paving the entire road, just the worst parts.  All this work is being completed with the money raised from the road budget.  We are NOT spending all of it on this paving contract. At this point we may have additional work done yet this year, however nothing is scheduled.  You should begin to see some action around here within a month.  I thank you again for passing the road budget. We are all working to do our best to make this money count for the community.
 
DIRECTOR OF LAKE AND CONSERVACTION MGMT: Scott Moushey
Last year, during late May and early June a number of property owners reported a rash appearing on their skin after swimming in our lake. After consulting with our lake treatment contractor and comparing the rash to pictures found on a web site it was obvious that the skin irritation was a form of dermatitis that is referred to as “swimmers itch.” This past month we have found through “word of mouth” that a couple more cases have occurred. There are rumors of more, although no cases have been actually reported to our Lake Office. There are several techniques that our Association can use to battle these outbreaks, but they must be reported in order to be known.

Swimmers itch is a skin irritation that people have from the entry of a larval stage of flatworms into the top layer of the skin. Most of the species of flatworms use birds as hosts for the adult parasite and snails as intermediate hosts for the larval stages. The first outbreak is usually during the first warm period in the spring, and may be a problem one year and not the next. The factors that cause swimmers itch can change on an annual basis. The occurrence of this skin reaction does not mean that the water body is polluted. In fact, the opposite is true. Natural lake conditions promote the diversity of species, including the birds and snails that are potential hosts of swimmers itch.

Cases of swimmers itch have been reported from nearly every state as well as all the provinces of Canada. In North America, most of the problems occur in the northern tier of states. In addition, it has been reported from more than 30 countries around the world. At the present time there is no way of determining how long an outbreak may last.

To prevent or reduce outbreaks of swimmers itch avoid swimming for long periods in shallow water, towel off immediately after leaving the water as some species enter the skin only as the water dries, and do not encourage birds to stay in an area by feeding them.

For more than 50 years, the application of copper sulfate as a molluscicide has been used to break the life cycle by killing the snail intermediate hosts. Early this year a treatment was performed in hopes of heading off any problems for this year. Apparently, this is not enough. The Lake Manager and I will continue to pursue remedies including the use of a medicine bait that can be fed to the infected birds to rid them of this parasite. LAKE MANAGER: Scott Noble
•    I would like to thank everyone for a safe and enjoyable Independence Day weekend. The responses to the changes have been both positive and appreciative. For those of us working that day, it was a much better day.
•    Recently, we received reports of individuals becoming ill from swimming after the lake weed treatment. This has been discussed with the vendor as well as the chemical researched. According to the information found: the vendor has used this chemical (Reward) for over 14 years and never had anyone become ill, the chemical only remains active for approximately eight hours and according to the EPA guidelines, there are no restriction to swimming or fishing (even during application). We have taken water samples to an independent lab to address any concerns. The initial results indicate bacteria in the water. However, the lab personnel stated there is always bacteria in lake water and an individual would have to drink a considerable amount to become ill. We will continue to research any possibilities and there have been no new cases of illness since the Thursday/Friday timeframe.
•    All property owners who currently have a delinquent balance, and who have not established a payment plan, are being forwarded to legal counsel for collection. If payment is not made, a lien will be placed on the property until the account is paid in full.
•    I would like to again remind everyone that Property Maintenance Code inspections have begun. Please review the code to be certain that your property is in compliance. Additionally, please review the guidelines regarding trash collection. It is a violation to place trash at the curb that is not in a container. We have experienced problems with rodents leaving a mess because of this. Please have all trash in containers or risk being cited. This will be the only warning.
•    The Recycling Center is located across the roadway from the Administrative Office. The use has been very good. Thank you for putting the facility to good use and for keeping the area clean. Please remember that this is not a trash receptacle used to avoid paying for personal trash service.
•    The audit is complete and copies are available at this meeting and at the administrative office. If you have question, please feel free to contact me.
•    I would like to thank everyone for their patience during the culvert replacement on East Mohawk. It was certainly appreciated.
•    Roadway repairs have been contracted and we are waiting scheduling. Please be patient during this process and we will attempt to keep you informed.
•    Octoberfest is scheduled for September 21st. I encourage everyone to volunteer and participate in our one fundraiser of the year.
•    I would like to congratulate the newly elected Board members and thank them for their commitment to this community.

CLUB REPORTS – Neighborhood Watch: Thanks for the generosity of so many for the donations towards the Reward Fund.  We still need your help reporting anything, now matter how small it may seem, it may be a part of something larger.  So please call, We will not report your name.

UNFINISHED BUSINESS:

Second Reading: an increased or additional supplemental billing is being evaluated for the Annual Grinder Pump Maintenance Program.  This is being proposed due to a significant increased in cost for replacement pumps and parts. The additional billing will be $55.00.  Without this billing, the program could not be continued and the average service call by and outside contractor would cost over $2,500.00.

NEW BUISNESS:  Motion to Approve or Disapprove: a Variance request for a Beach House to be located on lot 1520/21, larger than allowable under the guidelines of the Building Code.  Motion to Disapprove by Rex Roseberry, Seconded by Mel Carver, Vote Count: 6 Board Members in favor to disapprove, 0 Board Members opposed, 1 Board Member Absent, Motion Carried.

Motion to Approve; The proposed changes to the Lake Mohawk Building Code requiring seawalls and use of riprap. Motion by Mel Carver, Seconded by Paul Lemmon, Vote Count: 6 Board Members in favor, 0 Board Members opposed, 1 Board Member Absent, Motion Carried.

OPEN FORUM:

Lot 55 – Property Owner requested that security provide increased patrols of the back gates. Property owner feels that the extra gate security on July 5th shows how effective it can be.

Lot 1448 – Property Owner reminded us that we also need to thank the Brown Township Fire Dept. for their assistance on the day of the Fireworks. Also requested the Board consider setting up a roped off beer tent on the day of the fireworks, similar to the Octoberfest.

Lot 641 – Property Owner questioned the outcome over an altercation he had with Maintenance personnel.

Lot 1206 – Property Owner questioned why people were not allowed to sit on the golf course during the fireworks. (This was ordered by the Fire Chief, per his guidelines)

Lot 1064 – Property Owner requested we change the date to renew the controllers for the back gates to the date dues become delinquent. Currently a delinquent property owner can still use the back gate until the next renewal in October.

Lot 1107 – Property Owner commented about dock holders sub-leasing their slips. Requested that an inspection be conducted to verify that the lot number displayed on the watercraft matches the lessee’s lot number.
